Description: In February 2008, Wheeler Architects, on behalf of Prospect Partnership, appointed Malachy Walsh and Partners to prepare a Traffic Impact Assessment for a proposed residential development at Parkapika, Windmill Hill, Youghal, Co. Cork. The Traffic Impact Assessment was required for submission to Youghal Town Council as part of the planning application for the proposed residential development.

The proposed residential development is located at Parkapika, Windmill Hill, Youghal, County Cork.  The proposed development site is located approximately 100 metres west of South Main Street in Youghal Town centre.

The proposed development site measures approximately 1.0 acre and is currently a ‘greenfield’ site.

It is proposed to construct 12 no. new private dwelling units on existing wasteland to the north of an existing residential development comprising six no. private dwelling units. The proposed internal access road for the 12 new dwelling units would connect with Windmill Hill to the south via Harbour View Drive, which serves an existing six residential units.

The traffic impact generated by the proposed residential development was assessed in accordance with the IHT Guidelines for Traffic Impact Assessment, Cork County Council’s Cork County Development Plan’s 1996 and 2003, Youghal Town Council’s Development Plan 2003, the Design Manual for Roads and Bridges issued by the NRA and the Traffic Management Guidelines issued jointly by the DoELG, DoT and DTO.

Trip generation estimates for the proposed development were determined using the IHT TRICS database and recorded trip rates generated by similar developments nationally. The predicted trip distribution was based on the recorded distribution of traffic on Windmill Hill, adjacent to the proposed residential development site.

The Windmill Hill/ Harbour View Drive junction was analysed from on-site observations and using the TRL computer software programme PICADY.
